Many markets in Asia were lower.

But, the Nikkei rose 1.1% to 9,547.

The Hang Seng fell 2.4% to 16,438. ICBC fell 2.7%. CNOOC waa off 3.8%. PetroChina (PTR) moved down almost 4%.

The Shanghai Composite fell 1.1% to 1,995.

The FTSE upened down .7% at 4,362. The DAX fell .3% to 5,183. The CAC 40 was off .3% to 3,608.
