Most markets in Asia were higher.

The Nikkei fell .5% to 7,376.

The Hang Seng was up 4% to 13,208.

The Shanghai Composite moved up by 6% to 2,306

At the open in Europe, the FTSE was up .9%  The Dax was up 1.3% to 4,065. The CAC 40 rose 2% to 2,805.
