Markets in Asia were higher

The Nikkei rose .9% to 7,291.

The Hang Seng gained 2.8% to 12,375.

The Shanghai Composite was up 6.1% to 2,198

At the open in Europe, the FTSE rose 1.3%. The Dax was up .9% to 3,724. The CAC 40 rose 1.4% to 2,592.
