Markets in Asia were mostly higher.

The Nikkei rose 3% to 8,352.

The Hang Seng was up .2% to 13,597.

The Shanghai Composite rose 1.5% to 2,408.

At the open in Europe, the FTSE was down .5%. The Dax was off .2% to 4,077. The CAC 40 was down .5% to 2,793.
