Markets in Asia were higher.

The Nikkei rose 3.7% to 8,916.

The Hang Seng was up 2.6% to 14,847.

The Shanghai Composite rose 1.4% t0 2,380.

At the open in Europe, the FTSE was up .9%. The Dax rose .9% to 4,398 and the CAC 40 was up .8% to 2,845.
