Markets in Asia rallied

The Nikkei rose 3.9% to 8,826.

The Hang Seng was up 3% to 15,408.

The Shanghai Composite rose .4% to 2,478.

A the open in Europe, the FTSE rose .3%. The Dax was up .7% to 4,740, and the CAC 40 rose .9% to 3,143.
