Markets in Asia were higher.

The Nikkei was up 2.8% to 9,290.

The Hang Seng rose 2.4% to 17,424.

The Shanghai Composite was up .9% to 2,677.

At the open in Europe, the FTSE was up .4% to 4,474. The Dax rose .9% to 4,898. The CAC 40 rose .4% to 3,257.
