(NYSE: ALU) is surging after earnings.  Amazingly enough, the short sellers greatly lightened up in the new data that came out of the NYSE last night.  There was a drop of about 40% in the short interest.  Alcatel reported adjusted fourth quarter earnings per share of $0.25, which is more than double what the Thomson Reuters consensus estimate of $0.11 EPS.  The company is also reorganizing its work force and that will include bringing back outsourced jobs.  Another issue is that it will license patents through a third party. </p>
<p>Shares closed at $1.94 on Thursday and the 52-week trading range is $1.39 to $6.63.  There is almost 90 minutes left of pre-market trading and we already have close to 4 million shares traded in the pre-market and the stock is surging by almost 15% to $2.23. </p>
<p>After many disappointments, this one feels like it came a bit out of the blue when you consider the woes of Europe and that it is now based in Europe when so many other tech and communications outfits have been reporting bad numbers.</p>

			<content:encoded><![CDATA[<p><a href="http://247wallst.com/2010/10/19/the-25-most-important-alternative-energy-companies/solar-photovoltaic-2/" rel="attachment wp-att-83313"><img class="alignleft" title="Solar Photovoltaic" src="http://247wallst.files.wordpress.com/2010/10/solar-photovoltaic1.jpg?w=200&#038;h=200" alt="" width="200" height="200" data-id="83313" data-caption="" /></a>Solar stocks are on fire.  Still, they are so far down from a year ago that celebrating the move it difficult to do.  To show just how powerful this move up and down and up has been, look no further than the solar ETF via the Guggenheim Solar ETF (NYSE: TAN).  This ETS is up 10% today and the move has been now almost 60% from the lows of December 28.  Still, the $3.83 price compares to a year ago high of over $9.00 and it is down from over $11.00 at the start of 2010. </p>
<p>Many solar stocks are likely experiencing rapid short covering.  Sticking around for the lowest prices after serious success is a sucker&#8217;s game.  There may also be a political angle here now that President Obama&#8217;s poll numbers are looking a bit better.  The problem is that it is going to take more now than a President with a continued favorable stance to alternative energy.  The fundamentals remain weak and now investors are getting to evaluate whether there is any value of if they are value traps.  Take a look at some of the moves&#8230;</p>
<p>First Solar, Inc. (NASDAQ: FSLR) is up 7.5% at $49.29 against a 52-week range of $42.50 to $175.45.  The most recent short interest data showed that the short interest was 18 million shares and that was actually down from most reports in the fourth quarter of 2011</p>
<p>SunPower Corporation (NASDAQ: SPWR) is up over 13% at $8.53 today against a 52-week range of $4.94 to $23.36. The most recent short interest data showed that the short interest was 5.7 million shares, down from a November peak of 9.3 million shares and much lower than the 11.7 million shares short back at the end of June.</p>
<p>Energy Conversion Devices, Inc. (NASDAQ: ENER) is even up 12% to $1.29 and no longer at much of a delisting risk.  Its 52-week range is $0.20 to $4.29. The most recent short interest data showed that the short interest was 11.4 million shares at the lowest levels in a year since it had become a penny stock.</p>
<p>Trina Solar Limited (NYSE: TSL), out of China, is up a whopping 24% at $11.44 against a 52-week range of $5.28 to $31.08.  That makes for a gain of 70% so far in 2011 and it would have to almost rise 200% to challenge its year-high. The most recent short interest data showed that the short interest was 15.5 million shares.</p>
<p>MEMC Electronic Materials, Inc. (NYSE: WFR) is also up 8% at $5.78 against a 52-week range of $3.65 to $15.04.  That gives a gain of almost 47% so far in 2012.  The most recent short interest data showed that the short interest was 14.5 million shares and that was actually higher than at the end of 2011 even if it is lower than prior months.</p>

			<content:encoded><![CDATA[<p><a href="http://247wallst.com/2010/12/16/moodys-warns-on-downgrade-of-greece-late-and-again-spain-too/greece-image-6/" rel="attachment wp-att-90210"><img class="alignleft" title="Greece Image" src="http://247wallst.files.wordpress.com/2010/12/greece-image.jpeg?w=200&#038;h=150" alt="" width="200" height="150" data-caption="" data-id="90210" /></a>Reports are out that parties in Greece have finally agreed to a debt and austerity deal that will allow it to get its bailout funding and to remain part of the Euro.  This is great news on the surface, but the market investors are not exactly climbing all over each other to load the boat on Greek trading. Maybe the moves to watch are in the Euro currency because the ADRs are just not really moving.</p>
<p>National Bank of Greece (NYSE: NBG) is up 1% on its ADR trading in New York to $3.96 this morning.  Keep in mind that this has already more than doubled from the $1.64 low that was seen as recently as January 10, 2012.  Not a year ago.. a month ago.</p>
<p>And the Greek stock market ETF, the Global X FTSE Greece 20 ETF (NYSE: GREK) has not even yet traded this morning and it has extremely thin volume even during the trading day. Shares closed Wednesday at $19.16 and its post-launch range has so far been $12.70 to $19.54.</p>
<p>The Rydex CurrencyShares Euro Currency (NYSE: FXE) is up by 0.15% at $132.21.</p>
<p>As far as other &#8220;pro-Euro&#8221; trading ADRs, we are only seeing mixed action on that front as well:</p>
<p>Alcatel-Lucent SA (NYSE: ALU) is up 1.5% at $1.98 but that may be after a Cisco earnings report (although Cisco is indicated lower).</p>
<p>Deutsche Bank AG (NYSE: DB) is trading up 1.2% at $46.82 in New York.</p>
<p>Banco Santander, S.A. (NYSE: STD) of Spain is trading down 0.5% at $8.71 in active pre-market trading.</p>
<p>Great news may finally be here, but the market has been expecting a deal or has at least been trying to come up with a fair market value around the issue of &#8220;Greece, or no Greece&#8230;&#8221;</p>
<p>As always, until a deal is signed this may be hearsay.  Future politicians may also not choose to live up to the agreements.  Sad, but possible.</p>

(NYSE: BLK) under its iShares ETF platform.  These new ETFs will cover producers of (rather than the commodities) of agriculture, energy, select metals and mining, gold, and silver.  There is going to be an overlap here against other competing ETF products so we are only going to list the major competitors of these already on the market.</p>
<p>iShares MSCI Global Agriculture Producers Fund (NYSE: VEGI) targets the front end of the production chain (fertilizers or agricultural materials) while excluding exposure from companies at the end of the production chain (packaging and marketing). This is a bit similar to but nowhere near identical to the Market Vectors Agribusiness ETF (NYSE: MOO).<br />
 <br />
iShares MSCI Global Energy Producers Fund (NYSE: FILL) tracks the MSCI ACWI Select Energy Producers Investable Market Index.  This is similar to the ProShares Ultra Oil &amp; Gas (NYSE: DIG), but without the leverage.</p>
<p>iShares MSCI Global Select Metals &amp; Mining Producers Fund (NYSE: PICK) aims to track the MSCI ACWI Select Metals &amp; Mining Producers Ex Gold &amp; Silver Investable Market Index. This one is not identical to but has overlaps with the SPDR S&amp;P Metals &amp; Mining ETF (NYSE: XME).</p>
<p>iShares MSCI Global Gold Miners Fund (NYSE: RING) aims to track the MSCI ACWI Select Gold Miners Investable Market Index.  We consider this an alternative to the Market Vectors Gold Miners ETF (NYSE: GDX).</p>
<p>iShares MSCI Global Silver Miners Fund (NYSE: SLVP) aims to track the MSCI ACWI Select Silver Miners Investable Market Index.  We would consider its an alternative to the Global X Silver Miners ETF (NYSE: SIL).</p>
<p>As far as why these are different from some other &#8216;production&#8217; ETFs, iShares explains that these include only companies at, or near, the initial phase of production of the commodity. Investors can target the front end of the production chain instead of including the back-end of the production chain to focus on the aspects more sensitive to fluctuations in the underlying commodity price.  Companies further down the production cycle are impacted by a number of factors in addition to commodity prices.</p>
<p>An ETF for just about anything&#8230; now competing ETFs for many more strategies.</p>

			<content:encoded><![CDATA[<p><a href="http://247wallst.wordpress.com/2010/09/28/the-u-s-shouldnt-punish-companies-for-shipping-jobs-overseas/images-ship/" rel="attachment wp-att-81035"><img class="alignleft" title="images  Ship" src="http://247wallst.files.wordpress.com/2010/09/images-ship.jpeg?w=200&#038;h=133" alt="" width="200" height="133" data-id="81035" data-caption="" /></a>Just what does a cratering Baltic Dry Index mean?  Frankly, it looks and acts as though it is signaling the next recession is here already rather than signaling that it is coming.  That flies in the face of many current trends, but perhaps it is the woes of Europe.  After all, Belgium is the first country so far to have two negative GDP quarters and the other Eurozone nations are somehow claiming that they will escape a 2012 recession.  There is a lot more to the story.</p>
<p>The Baltic Dry Index is not just at a year low.  It is back to lows at the peak of the recession 2007 to 2009.  It is hard to imagine.  One of the major issues may simply be high excess in capacity.  Shipping may have run into the same problems as the worlds manufacturing lines.  There may just be too much supply now versus demand.</p>
<p>Since the recession, boats have continued being built.  The world just may be awash in capacity.  It is surprising but the shipping stocks are actually holding up well with the stock market rather than tanking with tanker day rates.  Here is how some of the more active ship stocks look, even though not all are exactly pertinent or covered under the Baltic Dry Index:</p>
<p>The Guggenheim Shipping ETF (NYSE: SEA) is up 0.7% today while its 52-week trading range is $13.37 to $28.21.  If you tally up the last four dividend payment this one has a yield of about 5.7% but you have to keep in mind that three-quarters of that dividend is from the June quarterly payment last year.</p>
<p>DryShips Inc. (NASDAQ: DRYS) is down 0.5% at $2.18 and its 52-week range is $1.75 to $5.19.</p>
<p>Ship Finance International Limited (NYSE: SFL) is up a penny at $11.56 but its 52-week range is $8.62 to $21.15.  Its dividend is well above 10% now.</p>
<p>Nordic American Tankers Limited (NYSE: NAT) is down five cents at $13.95 against a 52-week range of $11.58 to $26.18.  Its dividend is now over 8%.</p>
<p>Is it possible that not all of the old ships in the world are being sent to India and Sri Lanka for scrapping any longer now that India has slowed down its blistering pace?  There are many reports calling it a dead index as well.  Stay tuned.  Imagine how well shipping stocks might perform when the underlying price index is cooperating.</p>

			<content:encoded><![CDATA[<p><a href="http://247wallst.com/2010/11/23/irish-bank-debt-holders-now-risk-other-bank-rescues-irl-aib-ire/castle-image-ireland-6/" rel="attachment wp-att-87379"><img class="alignleft" title="Castle Image Ireland" src="http://247wallst.files.wordpress.com/2010/11/castle-image-ireland5.jpg?w=200&#038;h=149" alt="" width="200" height="149" data-id="87379" data-caption="" /></a>The Bank of Ireland (NYSE: IRE) may have been a dead stock (or ADR) by most counts.  The recapitalization and dilution process here has been almost as uncanny as the bailouts that were given to keep Ireland afloat.  Frankly, it is amazing that this ADR is still even traded.  But&#8230;  Now comes news that Andrew Keating has been appointed as the Group Chief Financial Officer.  The effective date is immediate and Keating replaces the retiring John O&#8217;Donovan.  Perhaps even more important is the divisional split taking place.</p>
<p>Keating has been a Director of the Group Finance.  The strategy change is to effect a split in the Irish and U.K. Retail Division into separate units for each country.  Each unit will be led by separate chiefs and both chiefs will be members of the group executive committee.  U.K. Retail will be led by Des Crowley; Ireland Retail will be led by Liam McLoughlin. The new structure&#8217;s implementation date is expected to be in mid-March of 2012.</p>
<p>Shares at the local level in Dublin were up 5.2% on last look, but the ADRs in New York were up 3.1% at $6.46 against an adjusted 52-week range of $3.99 to $27.00 if you account for the reverse split.</p>
<p>Our take: This could lead to more of a break-up or allow asset sales more easily down the road.  It certainly is not growth ambitions, but whatever adds to survival chances right now is what matters the most.</p>

<p>Bank of Ireland Announces Board and Executive Management Changes</p>
<p>Bank of Ireland has today announced changes to its Group Structure and to its Senior Executive Team.</p>
<p>Board Change<br />
Andrew Keating has been appointed an Executive Director of Bank of Ireland and Group Chief Financial Officer with immediate effect, replacing John O’Donovan who has retired from that role.  Andrew was formerly Director of Group Finance where he spearheaded a major transformation of the Finance Division in the Bank of Ireland Group.  He joined Bank of Ireland in 2004, prior to which he held a number of senior finance roles with Ulster Bank having qualified as a chartered accountant with Arthur Andersen.</p>
<p>Andrew is also a Director of Bristol &amp; West plc, which is a wholly owned subsidiary of Bank of Ireland.</p>
<p>There are no details requiring disclosure for Andrew under paragraph 6.6.7 (2) to (6) of the Listing Rules.</p>
<p>Changes to Group Structure<br />
Having embedded considerable benefits from the sharing of best practice and synergies in areas such as segment/product propositions, operational management and infrastructure the Group is enhancing the visibility of and focus on two of our most significant businesses.  Accordingly, for strategic management purposes we will split our Retail (Ireland &amp; UK) Division into Retail Ireland Division and Retail UK Division.  Each will be headed up by separate Divisional Chief Executives who will be members of the Group Executive Committee.</p>
<p>Changes to Group Executive Committee<br />
Des Crowley will be Chief Executive of the Retail UK Division where he will be responsible for the various UK based retail businesses within our subsidiary Bank of Ireland (UK) plc and outside the subsidiary.  Prior to this he held a number of positions on the Group Executive Committee since 2000, including Chief Executive, Retail Financial Services and Chief Executive UK Financial Services, having joined Bank of Ireland from Arthur Andersen.  As we work through the revised structure we will need FSA regulatory approval for key changes/appointments which we make during the course of transition.</p>
<p>Liam McLoughlin will be Chief Executive of the Retail Ireland Division, where he will be responsible for the Branch Network, Business Banking, Mortgages, Personal Lending, Debit &amp; Credit Cards and Wealth Management.  Liam has been Head of Group Manufacturing since July 2009.  Prior to that he held a number of senior positions in the Capital Markets and Finance Divisions.  He joined Bank of Ireland in 2004 from Ulster Bank Group prior to which he had been Financial Controller with the National Treasury Management Agency.  Qualifying with PricewaterhouseCoopers he is a fellow of Chartered Accountants Ireland.</p>
<p>Senan Murphy joins Bank of Ireland to become Head of Group Manufacturing.  Senan , a chartered accountant , was most recently Chief Operating Officer and Finance Director at Ulster Bank whom he joined in 2008 having previously been Finance Director at Airtricity. Before that Senan worked in a number of senior roles in General Electric in both the US and Ireland.  In his role with Bank of Ireland, Senan will be responsible for managing and enhancing the Group’s infrastructure (including its technology), customer service and contact centres, collection activities, its customer payment activities and cash distribution.  Senan will be a member of the Group Executive Committee.</p>
<p>Mr Murphy will join the Bank shortly and will transition into his new role for the implementation date of the new Group Structure at which time Mr Crowley and Mr McLoughlin will formally take on their new roles.</p>
<p>The new Group Structure will have an implementation date of mid March 2012.</p>

(NASDAQ: BIDU) has seen quite a bit of stock options trading today, and it was a day in which stock trading was more active than normal as well.  We do not have the final figures in yet for total contracts versus historical volume but the options trading volume was more skewed to CALLS over PUTS and much was in the shorter dated expirations.  Most was in February and in the weeklies rather than the March options, although a glance at the March options showed more than 15,000 CALLS and the $135 and $140 strike prices for March had more volume today than there were contracts in the open interest. For February, we tallied up more than 70,000 CALLS with six of the strike prices having traded more contracts than the entire float.</p>
<p>Many investors believed that the company&#8217;s earnings report was going to be today but we do not yet have any formal date for its earnings release.</p>
<p>Is it possible that today&#8217;s trading bump in CALL and PUT options was simply a calendar mistake?  This seems odd, but in today&#8217;s world and with the way reporting has been out of China the best rule is to not be surprised by anything there any longer.</p>
<p>Baidu&#8217;s stock (or ADR) closed down 0.5% at $130.73 and its 52-week trading range is $100.95 to $165.96.</p>

<p>Belgium LT IDR downgraded to &#8216;AA&#8217; from &#8216;AA+&#8217;; Negative Outlook; ST IDR  affirmed at &#8216;F1+&#8217;: iShares MSCI Belgium Index Fund (NYSE: EWK) is still up 0.4% at $11.33; 52-week range $10.23 to $15.65.</p>
<p>Ireland LT IDR affirmed at &#8216;BBB+&#8217;; Negative Outlook; ST IDR affirmed at &#8216;F2&#8242;:  Bank of Ireland (NYSE: IRE) down 1.6% at $6.15; 52-week range of $3.99 to $27.00 (adjusted for reverse split). MSCI Ireland Capped Investable (NYSE: EIRL) is down 1.5% at $20.17; 52-week range is $16.78 to $23.80. The Irish Investment Fund, Inc. (NYSE: IRL) is still up almost 1% at $7.22 and its 52-week range is $6.49 to $8.77.</p>
<p>Italy LT IDR downgraded to &#8216;A-&#8217; from &#8216;A+&#8217;; Negative Outlook; ST IDR downgraded to &#8216;F2&#8242; from &#8216;F1&#8242;: iShares MSCI Italy Index Fund (NYSE: EWI) is down 0.8% at $12.92; 52-week range is $10.88 to $20.15. Telecom Italia S.P.A. (NYSE: TI) is flat at $10.33 an dthe 52-week range is $9.74 to $16.04.</p>
<p>Spain LT IDR downgraded &#8216;A&#8217; from &#8216;AA-&#8217;; Negative Outlook; ST IDR downgraded to &#8216;F1&#8242; from &#8216;F1+&#8217;: iShares MSCI Spain Index Fund (NYSE: EWP) is still up 0.4% at $31.44 against a 52-week range of $28.53 to $45.99. Banco Santander, S.A. (NYSE: STD) is still up 0.7% at $8.16 against a 52-week range of $6.77 to $12.72.</p>
<p>Two more downgrades were issued:</p>

<li>Cyprus LT IDR downgraded to &#8216;BBB-&#8217; from &#8216;BBB&#8217;; Negative Outlook; ST IDR affirmed at &#8216;F3&#8242;</li>
<li>Slovenia LT IDR downgraded to &#8216;A&#8217; from &#8216;AA-&#8217;; Negative Outlook; ST IDR downgraded to &#8216;F1&#8242; from &#8216;F1+&#8217;</li>
</ul>
<p>Should this have really been a surprise?  If so, these would be performing far worse.</p>

<p>Silver Wheaton Corporation (NYSE: SLW) is up 6.7% at $34.07, and the 52-week trading range is $25.84 to $47.60.</p>
<p>Pan American Silver Corp. (NASDAQ: PAAS) is still only flat at $21.85 but it was lower before the FOMC comments today. The 52-week trading range is $19.93 to $43.06.</p>
<p>Goldcorp Incorporated (NYSE: GG) is up 5.2% at $46.70, and the 52-week trading range is $39.93 to $56.31.</p>
<p>Newmont&nbsp;Mining Corporation (NYSE: NEM) is up 3.4% at $59.43, and the 52-week trading range is $50.05 to $72.42.</p>
<p>Kinross Gold Corporation (NYSE: KGC) up over 6% at $11.23, and the 52-week trading range is $9.96 to $18.25.</p>
<p>Agnico-Eagle&nbsp;Mines Limited (NYSE: AEM) up 8% at $37.23, and the 52-week trading range is $34.36 to $76.49.</p>
<p>ETFs&nbsp;are rocking as well.&nbsp; The Market Vectors Gold Miners ETF (NYSE: GDX) is up 5.3% at $54.58 against a 52-week range of $49.22 to $66.98.&nbsp; Market Vectors Junior Gold Miners (NYSE: GDXJ) is up 6.5% at $28.66 against a 52-week range of $22.58 to $42.97.&nbsp; The Global X Silver Miners ETF (NYSE: SIL) is up 3.9% at $23.69 and the 52-week range is $19.05 to $31.34.</p>
<p>The logic is simple enough&#8230; This signals extremely low interest rates and low costs of borrowing.&nbsp; It also signals that investors will have to look elsewhere yet again to seek higher returns than short-term and intermediate-term Treasuries.&nbsp; As this means that rates will be low in the U.S. for longer than expected, that is going to drive a weak dollar policy as long as things remain static in Europe and in other major economic zones.&nbsp; That is the perfect storm for gold and silver as they are often inversely correlated to the dollar.</p>

			<content:encoded><![CDATA[<p><a href="http://247wallst.com/2009/05/18/india-elction-winners-by-etf-shares-pin-epi-iif-ifn-inp-infy-ibn-redf-say-slt-ttm-wit/india-map/" rel="attachment wp-att-34749"><img class="alignleft" title="India Map" src="http://247wallst.files.wordpress.com/2009/05/india-map.jpg?w=100&#038;h=102" alt="" width="100" height="102" data-id="34749" data-caption="" /></a>India could finally be starting to turn itself around.  Now that the nation is no longer so ultra-concerned about inflation tearing apart its population, the country is aiming for some stimulus measures.  The FT has reported that the nation is launching a $35 billion public sector investment program.  The aim is to boost infrastructure spending as well as to purchase energy even from foreign firms.  Of the $35 billion, some $7 billion was earmarked for energy in coal, natural gas, and oil.</p>
<p>As far as how this is impacting closed-end funds and ETFs, the moves are below and the 52-week ranges have been offered so that investors can see just how much pain has been there in the last year:</p>
<p>WisdomTree India Earnings (NYSE: EPI) is up 0.9% at $17.93 and the 52-week trading range is $15.44 to $25.58. </p>
<p>PowerShares India (NYSE: PIN) is up 0.8% at $18.30 and the 52-week range is $15.96 to $24.59.</p>
<p>India Fund, Inc. (NYSE: IFN) is up 0.4% at $21.46 and the 52-week trading range is $18.61 to $33.99. </p>
<p>Morgan Stanley India Investment Fund, Inc. (NYSE: IIF) is up 0.7% at $15.75 and the 52-week trading range is $13.59 to $24.57.</p>
<p>These are no ETFs nor closed-end funds but there are some key ARDs to watch:</p>
<p>Infosys Limited (NASDAQ: INFY) was recently butchered on its earnings and revenue warnings and shares are only up marginally at $52.00 versus a 52-week range of $46.12 to $74.52.</p>
<p>Tata Motors Ltd. (NYSE: TTM) is up 2.2% at $21.18 versus a 52-week range of $14.33 to $29.06.</p>
<p>ICICI Bank Limited (NYSE: IBN) is up only 0.25% at $30.95 against a 52-week range of $24.14 to $51.50.</p>
<p>Sterlite Industries (India) Limited (NYSE: SLT), which operates as a non-ferrous metals and mining company, is up 1% at $8.67 versus a 52-week range of $6.64 to $16.60.</p>
<p>$35 billion might not sound like much when you consider the U.S.-sized stimulus packages and when you consider that India has almost 1.2 billion people versus about 310 million in the U.S.  The 2010 GDP on a purchasing power parity was put at about $4.06 trillion and that comes to only about $3,500 in GDP per capita.</p>
<p>$35 billion matters, even if it is going to take more to jumpstart the economy after months and months of tightening and restive monetary measures as the nation fought inflation at the expense of growth.</p>
