Nokia Corp. (NYSE: NOK) is down 5.5% at $3.63. The mobile phone maker<a href="http://247wallst.com/2013/05/14/blackberry-nokia-push-new-mobile-phones/"title="BlackBerry, Nokia Push New Mobile Phones" > introduced a new phone today.
Groupon Inc. (NASDAQ: GRPN) is up 7.8% at $6.86. The daily deals company had no news today, but heavier than normal volume indicates demand was good for the stock.

In theory, medical technology companies should be some of the market’s best-performing stocks. After all, it’s not really a cyclical business, and price tags are rarely a stumbling block when insurance companies, the government and individuals with health-related challenges are footing the bill. But life science and diagnostic stocks have struggled, and they are just now showing signs of life.

In a recent report, Jefferies analysts did a careful stock-by-stock analysis, looking at items as different as government reimbursement and current short interest. When reviewing short interest, they generally concentrated on two primary metrics: the actual number of shares sold short as percentage of the float and the short interest coverage ratio (the number of trading days needed to cover the outstanding short interest position). What they came up with is the following list of stocks that investors can look to buy now.

Agilent Technologies Inc. (NYSE: A) leads off the Jefferies list of stocks to buy. The company provides bio-analytical and electronic measurement solutions and services to the life sciences, chemical analysis, diagnostics and genomics, communications and electronics industries worldwide. The Jefferies price target is $50. The Thomson/First call estimate is close at $49. Investors are paid a 1.20% dividend.

Align Technology Inc. (NASDAQ: ALGN) recently won a big patent infringement case against a rival in the dental field, ClearCorrect. The Jefferies price target for the stock is $36. The consensus estimate is the same at $36.

Becton, Dickinson and Co. (NYSE: BDX) manufactures flow cytometry and cell-imaging systems, among other products in the medical field. The company’s strong brand and economies of scale have allowed it to earn outsized profits for many years. Jefferies has a price target of $110. The consensus price target for the stock is much lower at $94. Investors receive a 2% dividend.

Danaher Corp. (NYSE: DHR) designs, manufactures and markets professional, medical, industrial and commercial products and services primarily in North America, Europe and Asia/Australia. The Jefferies target for this stock, which is well followed on Wall Street, is $70. The consensus target is $68.

Exact Sciences Corp. (NASDAQ: EXAS) is a very volatile small cap name that makes the Jefferies list. The company is a molecular diagnostics company, focuses on developing diagnostic screening products for the early detection and prevention of colorectal pre-cancer and cancer. The Jefferies target for this very speculative name is $12, but the consensus is even higher at $13.50.

Myriad Genetics Inc. (NASDAQ: MYGN) has been hitting 52-week highs recently. Myriad focuses on the development and marketing of predictive, personalized and prognostic medicine tests, primarily in the United States. Jefferies has a price target of $31. The consensus target is right in line at $31. The stock closed above that on Friday.

Nanosphere Inc. (NASDAQ: NSPH) is a micro-cap name that makes the stocks to buy list. The company beat revenue expectations and reaffirmed 2013 guidance last week. The Jefferies price objective is $3.50. The consensus is also $3.50.

OraSure Technologies Inc. (NASDAQ: OSUR) is another micro-cap name to buy. The Jefferies price target for the stock is $12. The consensus is $10. Hitting either target is a gain in excess of 100%.

DENTSPLY International Inc. (NASDAQ: XRAY) wraps up the Jefferies list of stocks to buy. The company designs, develops, manufactures and markets a range of consumable dental products for the professional dental market worldwide. The Jefferies target is $44, and the consensus is $44 as well.

Despite ongoing worries about the effects of the Affordable Health Care Act (so-called Obamacare), many of the Jefferies stocks still have compelling business plans and earnings. Investors should also use their own due diligence when considering these names for their portfolio.

The news out of Asia was mixed after comments from China’s premier that lower inflation could allow additional modifications to monetary policy — read, stimulus. That helped boost markets, but the 3.6% drop in foreign direct investment in China had the opposite effect. In the US, initial claims for unemployment benefits rose slightly (our coverage <a href="http://247wallst.com/2012/08/16/weekly-jobless-claims-tick-up/"title="Weekly Jobless Claims Tick Up" >here), and the Philadelphia Fed’s manufacturing survey rose while still remaining in negative territory (more coverage <a href="http://247wallst.com/2012/08/16/philly-fed-survey-remains-negative/"title="Philly Fed Survey Remains Negative" >here). The data on housing starts and new building permits was also mixed (more coverage <a href="http://247wallst.com/2012/08/16/housing-starts-fall-new-permits-rise/"title="Housing Starts Fall, New Permits Rise" >here).

The three major US stock indexes opened somewhat lower this morning following an announcement from the Bank of England that it would not change interest rates nor asset purchases. In Asia, the perpetual hope for more easing in China helped keep share prices higher for a while, but markets there closed down today. In the US, data on the consumer price index mostly neutral (more coverage <a href="http://247wallst.com/2012/08/15/consumer-prices-steady-in-july/"title="Consumer Prices Steady in July" >here), while the New York Fed’s manufacturing index came in weaker than expected. A home builders’ index came in slightly better than expected (more coverage <a href="http://247wallst.com/2012/08/15/home-builders-confidence-at-another-five-year-high-kbh-len-itb/"title="Home Builders’ Confidence at Another Five-year High (KBH, LEN, ITB)" >here) and US industrial production also rose more than expected (more coverage <a href="http://247wallst.com/2012/08/15/u-s-industrial-output-rises-0-6-in-july/"title="U.S. Industrial Output Rises 0.6% in July" >here). Markets closed mixed today, with no index up by as much as half a point.

The US dollar index rose today, now up 0.23% at 82.672. The GSCI commodity index rose 0.3% to 655.53, with most commodities prices mixed today. WTI crude oil finished up 1% today, closing at $94.33/barrel, as the EIA report showed a larger inventory drop than expected. Brent crude trades up 1.93% at $116.23/barrel. Natural gas is down -2.8% today to $2.754/thousand cubic feet. Gold settled at $1,606.60/ounce, up 0.3%.

The unofficial closing bells put the DJIA down about 7 points to 13,164.78 (-0.06%), the NASDAQ rose nearly 14 points (0.46%) to 3,030.93, and the S&P 500 rose 0.11% or nearly 2 points to 1,405.53.

There were several analyst upgrades and downgrades today, including Entergy Corp. (NYSE: ETR) cut to ‘underperform’ at BofA; Great Basin Gold Ltd. (NYSEMKT: GBG) cut to ‘sell’ at Stifel Nicolaus; OCZ Technology Group Inc. (NASDAQ: OCZ) cut to ‘neutral’ at Sterne Agee; Sturm Ruger & Co. Inc. (NYSE: RGR) cut to ‘underweight’ with a $40 price target at KeyBank (more coverage <a href="http://247wallst.com/2012/08/15/gun-maker-downgrade-brings-value-back-to-gun-stocks/"title="Gun Maker Downgrade Brings Value Back To Gun Stocks" >here); and Jive Software Inc. (NASDAQ: JIVE) raised to ‘outperform’ with a $21 target price at RW Baird.

Earnings reports since markets closed last last night have led to some price changes as of the last half hour of trading today: JDS Uniphase Corp. (NASDAQ: JDSU) is up 8.3% at $11.57 (more coverage <a href="http://247wallst.com/2012/08/14/jds-uniphase-tops-estimates-guides-inline-jdsu-oplk-oclr-fnsr-exfo/"title="JDS Uniphase Tops Estimates, Guides Inline (JDSU, OPLK, OCLR, FNSR, EXFO)" >here); Pacific Ethanol Inc. (NYSE: DE) is down -6.2% at $75.17 (more coverage <a href="http://247wallst.com/2012/08/15/deere-punished-for-eps-miss-soft-outlook-de/"title="Deere Punished for EPS Miss, Soft Outlook (DE)" >here); and Target Corp. (NYSE: TGT) is up 1.8% at $64.49 after posting a new 52-week high of $64.99 earlier today (more coverage <a href="http://247wallst.com/2012/08/15/target-shares-rise-on-solid-beat-tgt-wmt/"title="Target Shares Rise on Solid Beat (TGT, WMT)" >here).

Earnings releases are slowing down, but reports scheduled before tomorrow’s open include Agilent Technologies Inc. (NYSE: A), Applied Materials Inc. (NASDAQ: AMAT), Cisco Systems Inc. (NASDAQ: CSCO), Limited Brands Inc. (NYSE: LTD), NetApp Inc. (NASDAQ: NTAP), PetSmart Inc. (NASDAQ: PETM), Sina Corp. (NASDAQ: SINA), Dollar Tree Inc. (NASDAQ: DLTR), E-commerce China Dangdang Inc. (NASDAQ: DANG), GameStop Corp. (NYSE: GME), Ross Stores Inc. (NASDAQ: ROST), Sears Holdings Corp. (NASDAQ: SHLD), and Wal-Mart Stores Inc. (NYSE: WMT).

Some standouts from today include the following stocks:

Sprint Nextel Corp. (NYSE: S) is up 8% at $5.39, after posting a new 52-week high of $5.49 earlier today. No particular news today, but investors love this stock right now.

Staples Inc. (NASDAQ: SPLS) is down -15.1% at $11.43 after posting a new 52-week low of $10.99. The office supplies store badly missed expectations and lowered its outlook. More coverage <a href="http://247wallst.com/2012/08/15/staples-tumbles-on-disappointing-q2-lower-outlook/"title="Staples Tumbles on Disappointing Q2, Lower Outlook" >here.

Canadian Solar Inc. (NASDAQ: CSIQ) is down -11.2% at $2.70. The solar PV maker missed estimates for the second quarter, but maintained shipment guidance. Selling more for less is not a winning strategy.

Stay tuned for Thursday. Minneapolis Fed president Narayana Kocherlakota is giving a speech. We have noted the following events on the schedule (all times Eastern):

8:30 a.m. – Housing starts
