<p>FPL Group (NYSE:FPL) chairman called the Climate Bill <em>&quot;Well intentioned but fundamentally flawed&quot;: Lewis Hay said, “I acknowledge and applaud the willingness of key senators to try and address the important issue of global climate change. Unfortunately, the bill they have proposed, if left unchanged, would reward the country’s biggest emitters of carbon dioxide with billions of dollars of free allowances that they don’t need. Moreover, the bill contains no clear ‘safety valve,’ to ensure that we don’t inadvertently damage the economy.”</em></p>
<p>Itron (NASDAQ:ITRI) shares were hit very hard (as much as 18%) after earnings today, but Lazard Capital Markets <a href="http://www.247wallst.com/2007/11/lazard-defendin.html">reiterated its BUY rating</a> and $115 price target. Evergreen Solar (NASDAQ:ESLR) shares rose over 10% after ThinkEquity raised its rating from Accumulate tp Buy&quot; after a production facility visit.</p>

<p>Power Efficiency Corporation (OTCBB: PEFF.OB), a green energy companyfocused on efficiency technologies for electric motors, today announcedit closed on a $5.675 million private placement of Units. Insiders,including Steven Strasser, Chairman and CEO, and three other directors,invested $1.15 million in the offering.</p>
<p>BASF (NYSE:BF) will show and explain the use of technologies andanalytic tools that can make building projects more sustainable atGreen Build 2007, November 6-9, at McCormick Place West, Chicago,Illinois.</p>
<p>3M (NYSE:MMM) joined the Clinton Climate Initiative&#8217;s landmark globalprocurement agreement today to reduce carbon dioxide emissions bymaking energy savings technologies affordable and accessible to citiesaround the world, and it will sell its energy-saving window film to 40of the world’s largest cities at greater volumes and reduced costs,helping city buildings cut back on the energy they consume andassociated carbon dioxide emissions.</p>
<p>Clean Power Concepts Inc. (OTCBB:CPOW) entered into discussions withpotential strategic partners to assist in attracting and fulfillingopportunities in the United States and Canada it is currently pursuingfor 2008. These partners were identified at the Solar 2007 Show whichwas recently held in Long Beach, California.</p>
<p>GE Energy Financial Services, a unit of General Electric Company (NYSE:GE), is investing in a 120-megawatt wind farm in Texas with InvenergyWind LLC, a leading global wind power developer.</p>
<p>Yingli Green Energy Holding Company Ltd. (NYSE:YGE) signed an agreementto sell 16.5 MW of photovoltaic modules to Aplicaciones Técnicas de laEnergía, S.L. 			<content:encoded><![CDATA[<p>On tonight&#8217;s MAD MONEY on CNBC, Jim Cramer made his final &quot;Investing In Europe&quot; series pick.&nbsp; He went to France and named Total (NYSE:TOT) as the oil pick as his final pick for the European buy list.&nbsp; He likes their global footprint and they are looking at more developing country energy plays, but they are going where many American companies cannot get as much done.&nbsp; He also likes how well they operate even in Russia and Africa.&nbsp; Their refineries are also being upgraded to process the more sour crude that needs more refining, and this one is cheap compared to some of its US counterparts and is even trading more off its highs. </p>
<p>This series that Cramer did was all full of the big cap stocks in Europe.&nbsp; What this will prove in the end if these all go up is not so much that these were just incredible stock picks.&nbsp; It will prove we are in a major bull market and the market is willing to buy big cap stocks again.&nbsp; You could go make the exact same strategy picks out of Asia and probably come back with the same sort of results.&nbsp; Interestingly enough, in Cramer&#8217;s game plan for next week he ran more of a cautious note and suggested taking at least some profits.&nbsp; So it doesn&#8217;t seem he&#8217;s just going to chase winners endlessly.&nbsp; Cramer made other stock picks from Europe all week in his series, and here they are:</p>
<p>Thursday, he picked BASF (NYSE:BF) out of Germany <a href="http://www.247wallst.com/2007/07/cramers-chemi-1.html">as a chemical predator</a>.</p>
<p>Wednesday, Cramer picked Siemens (NYSE:SI) as the <a href="http://www.247wallst.com/2007/07/cramer-digs-sie.html">major conglomerate for Europe that is similar to GE</a>.</p>
<p>Tuesday, Cramer went to <a href="http://www.247wallst.com/2007/07/cramer-goes-for.html">Switzerland&#8217;s infrastructure pick for the world</a> as ABB Ltd. (NYSE:ABB).</p>
<p>Cramer&#8217;s <a href="http://www.247wallst.com/2007/07/cramers-eu-pick.html">first pick this week was</a> Philips Electronics (NYSE:PHG) out of The Netherlands (NYSE:PHG).</p>

			<content:encoded><![CDATA[<p>BASF (NYSE:BF) in Germany is the next stock that Cramer wants to visit as an EU play on tonight&#8217;s MAD MONEY on CNBC, but he also thinks this company will be acquiring companies.&nbsp; He does not see this as the traditional takeover stock.&nbsp; This is over $60 Billion in market cap and he wouldn&#8217;t be shocked if it goes to $150.00 on the ADR&#8217;s.&nbsp; He noted it is also cheaper on P/E than Dow Chemical (NYSE:DOW) and it only gets 22% of its net from North America.&nbsp; BASF&#8217;s earnings are also becoming more and more consistent, and that can command a P/E ratio premium from Wall Street if they can maintain that trend.</p>
<p>Interestingly enough, Cramer also gave us a chemical stock that could be an acquisition target.&nbsp; We already say Lyondell (NYSE:LYO) fall to Basell, and Cramer thinks that Nova Chemicals (NYSE:NCX) is the other chemical stock that could easily be acquired.&nbsp; The analyst at BB&amp;T has picked the last two buyouts in the sector and he thinks Nova Chemical could be the next target.&nbsp; This one has a $3.3 Billion market cap and is atthe top of its 52-week trading range.&nbsp; It is far under the $50.00+ highs of early 2005. </p>

<p>The DAXX rose .9% to 8,107. <a href="http://finance.aol.com/quotes/basf-aktiengesellschaft/bf/nys">BASF</a> (<a href="http://finance.aol.com/quotes/basf-aktiengesellschaft/bf/nys">BF</a>) was up 2,2% to 96.74. <a href="http://finance.aol.com/quotes/deutsche-tele-ag-ads/dt/nys">Deutsche Telekom</a> (<a href="http://finance.aol.com/quotes/deutsche-tele-ag-ads/dt/nys">DT</a>) was up 1.3% to 13.94. <a href="http://finance.aol.com/quotes/siemens-a-g-adr/si/nys">Siemens</a> (<a href="http://finance.aol.com/quotes/siemens-a-g-adr/si/nys">SI</a>) was up .5% to 106.82.</p>
<p>The CAC 40 was up .7% to 6,112. <a href="http://finance.aol.com/quotes/axa-ads/axa/nys">AXA</a> (<a href="http://finance.aol.com/quotes/axa-ads/axa/nys">AXA</a>) was up 2% to 33.44. <a href="http://finance.aol.com/quotes/stmicroelectronics-n-v/stm/nys">ST Micro</a> (<a href="http://finance.aol.com/quotes/stmicroelectronics-n-v/stm/nys">STM</a>) was down .2% to 14.32.</p>

			<content:encoded><![CDATA[<p>Berkshire Hathaway (BRK/A) may be setting its sights lower as far as the size of a merger it would pursue.&nbsp; Reuters has reported that Warren Buffett gave an interview to a Swiss newspaper called Finanz and Wirtschaft saying the company was primarily interested in large takeovers.&nbsp; Buffett said they would happily buy things in the $5 billion to $20 billion range, although potential targets are rare.&nbsp; Buffett did note that they were confident they would be able to conclude several larger transactions soon in the interview.</p>
<p>We just ran several buyout targets that we widened out to fit the bill for a <a href="http://www.247wallst.com/2007/05/berkshire_hatha_1.html">&quot;whale&quot; of an acquisition</a> on Monday.</p>
<p>If Buffett looks at smaller companies then he will have a lot more to choose from.&nbsp; It is somewhat surprising that Buffett has not looked at the retail and commercial banking sector since there are so many with healthy balance sheets and surpressed prices due to a temporarily inverted yield curve.&nbsp; He has also failed on his promise to go big into power generation operations, and there are perhaps 5 or 6 names he could easily approach in that sector.</p>
<p>The truth is that if Buffett stoops down into the $5 billion to $20 billion range then there will be many opportunities for him.&nbsp; Perhaps the largest reason for looking at larger deals is that he is probably concerned that he will be one-upped in a higher bid for any deal he considers in that $5 billion to $20 billion range.</p>
<p>Regardless of his comments, he needs to remove T-Bills as his single largest public investment at the current time.&nbsp; Being too picky and just sitting on the sidelines for too long can come across as indecisive, even if you have made yourself into one of the world&#8217;s richest men.&nbsp; </p>

<p>Warren Buffett was noted this weekend as saying he is tempted to find a &quot;Whale&quot; of an acquisition rather than just trying to catch a big fish.&nbsp; Everyone knows that Buffett has called technology a widget that he wouldn&#8217;t buy, so what could this mean?</p>
<p>We screened stocks with some valuations that would entail Berkshire Hathaway (BRK-A) either selling many stakes it holds in public companies or that would require it to raise capital from the markets.&nbsp; In order to do this we looked at the balance sheet and decided that the company cut off mark would be somewhere in the vicinity of $35 Billion for the company to still have ample cash to operate without stretching or minimizing activities.&nbsp; We decided to go up to $80 Billion as the ceiling, thinking that Buffett could probably sell the idea and considering that this amount &#8216;could&#8217; still occur if he stretched it big time.&nbsp; He has already said that Geography is not a barrier any longer.&nbsp; <br />The companies that trade at $35 billion to $80 billion have price to book value ratios of Less than 2.5, Price-to Earnings ratios of 15.0 or less, forward Price to earnings ratios of under 14.0.&nbsp; There are many other measures such as discounted cash flows and return on equity that we could have run, but we thought we&#8217;d see what comes up.&nbsp; </p>
<p>Companies that did not have ADR&#8217;s were screened out, even though this may not be fair.&nbsp; He has mostly stayed away from energy companies, but his PetroChina (PTR) stake made us leave this in.&nbsp; He has stayed away from banks, but since he has been aggressive into insurance we decided to keep this in there.</p>
<p>Here are some of the companies that showed up in the screen:<br />Marathon Oil (MRO), Travelers (TRV), Washington Mutual (WM), Allstate (ALL), Lehman (LEH), China Telecom (CHA), Repsol (REP), Occidental Petroleum (OXY), Dow Chemical (DOW), Valero (VLO), E N I (E), MetLife (MET), BASF (BF), Deutsche Bank (DB), China Petrolem (SNP).&nbsp; </p>
<p>Here is the problem in evaluating the companies above: If you don&#8217;t think Buffett would take on the huge additional risks in insurance or if you think he&#8217;d shy away from a bank or brokerage firm, then Buffett would need to go into the chemical companies or into energy and refining.&nbsp; Even if you scale down the size to say $20 Billion, you have the same type of companies in the mix, except you bring in some metal and commodity names.</p>
<p>What is the biggest problem in having roughly $40 Billion in cash and equivalents?&nbsp; It&#8217;s obviously trying to put the money to work.&nbsp; Buffett is not under the same pressure as private equity to put his cash to work.&nbsp; His track record speaks for itself, but you have to wonder about the company down the road and what its strategy will be.&nbsp; How far will they diversify?&nbsp; Will they diversify?&nbsp; When your holding period you evaluate a business on is &quot;Forever&quot; it makes for some interesting problems to have.</p>
