			<content:encoded><![CDATA[<p><img class="alignleft" title="Stock Market Image" src="http://247wallst.files.wordpress.com/2010/10/stock-market-image.jpg?w=200&h=133" alt="" width="200" height="133" data-id="82326" data-caption="" />US markets opened higher this morning and traded higher for most of the day. The DJIA briefly rose above 13,000 for the first time in nearly 3 years. But in the early afternoon, apparently as a result of a failure to break through the 13,000 barrier, stocks turned south and all three indexes fell below their openings. The announced settlement in Greece boosted the market early, and climbing crude oil prices helped energy stocks all day. Commodity prices also rose today as the dollar lost strength. Crude oil was up sharply, with WTI crude up more than 2% at $105.50/barrel and Brent up 0.81% at $121.02/barrel. Gold settled at $1,758.50, up 1.9%, and a two-week high.</p>
<p>The unofficial closing bells put the DJIA up about 16 points to 12,965.99 (0.12%), the NASDAQ fell more than 3 points (-0.11%) to 2,948.57, and the S&amp;P 500 rose 0.07% or nearly 1 point to 1,362.23.</p>
<p>There were several <a title="Top Analyst Upgrades &amp; Downgrades (ABB, ABG, BBVA, BGS, CSX, GILD, IMUC, INFY, ITRI, KLAC, LRCX, NEE, NSC, ORCL, WSH)" href="http://247wallst.com/2012/02/21/top-analyst-upgrades-downgrades-abb-abg-bbva-bgs-csx-gild-imuc-infy-itri-klac-lrcx-nee-nsc-orcl-wsh/">analyst upgrades and downgrades today</a>, including Oracle Corp. (NASDAQ: ORCL) cut to ‘market perform’ at JMP Securities; Itron Inc. (NASDAQ: ITRI) cut to ‘neutral’ at Credit Suisse; CSX Corp. (NYSE: CSX) cut to ‘neutral’ at JPMorgan; ABB Ltd. (NYSE: ABB) cut to ‘equal weight’ at Morgan Stanley; and Gilead Sciences Inc. (NYSE: GILD) cut to ‘equal weight’ at Barclays.</p>
<p>Earnings reports since markets closed last Friday have led to some price changes as of the last half hour of trading today: Barnes &amp; Noble Inc. (NYSE: BKS) is down -4.65% at $12.50 (more coverage <a title="New Nook Tablet to Challenge Amazon Kindle (BKS, WMT, AMZN, AAPL, GOOG)" href="http://247wallst.com/2012/02/21/new-nook-tablet-to-challenge-amazon-kindle-bks-wmt-amzn-aapl-goog/">here</a>); Boyd Gaming Corp. (NYSE: BYD) is down -10.6% at $8.57; Clear Channel Outdoor Holdings Inc. (NYSE: CCO) is down -3.65% at $12.16; Cobalt International Energy Inc. (NYSE: CIE) is down -6.9% at $31.67; Dollar Thrifty Auto Group Inc. (NYSE: DTG) is up 2.3% at $75.08; Hecla Mining Co. (NYSE: HL) is up 9.6% at $5.50; JAKKS Pacific Inc. (NASDAQ: JAKK) is up 0.7% at $15.16; Macy’s Inc. (NYSE: M) is up 0.8% at $36.53 after posting a new 52-week high earlier today of $38.21; Medtronic Inc. (NYSE: MDT) is down -2.6% at $38.92; Pioneer Drilling Co. (NYSE: PXD) is down -0.2% at $113.45; Saks Inc. (NYSE: SKS) is up 3.4% at $11.24; Wal-Mart Stores Inc. (NYSE: WMT) is down -4.1% at $59.90; and Westlake Chemical Corp. (NYSE: WLK) is down -4.2% at $57.93.</p>

<p>Other standouts from today include the following stocks:</p>
<p>Threshold Pharmaceuticals Inc. (NASDAQ: THLD) is up more than 43% at $5.06 after posting a new 52-week high of $6.65 earlier today. The pharmaceutical maker announced positive results for its pancreatic cancer treatment.</p>
<p>Corcept Therapeutics Inc. (NASDAQ: CORT) is up 49% at $4.52. The drug maker has received FDA approval for its Cushing Syndrome treatment.</p>
<p>GTx Inc. (NASDAQ: GTXI) is down more than -36% at $3.70. The drug maker reported that the FDA issued a clinical hold on further trials of its prostate cancer treatment.</p>
<p>Chelsea Therapeutics International Ltd. (NASDAQ: CHTP) is down nearly -18% at $2.75 after posting a new 52-weekl low of $2.18 earlier today. The development stage drug maker meets with an FDA panel on Thursday to review clinical data on a new drug application. <p>Weatherford International Ltd. (NYSE: WFT) is down nearly -14% at $15.34. The oil field services company will restate prior earnings due to what the company calls “material weakness in internal controls over financial reporting for income taxes relating to current taxes payable, certain deferred tax assets and liabilities, reserves for uncertain tax positions, and current and deferred income tax expense.” Weatherford expects to take a charge for $225-$250 million for the years before 2010. All have gained ground since the opening. The dollar has gained strength against the euro and the Japanese yen, but lost strength versus the British pound. The dollar index is up 0.05% at 79.766, weaker than where it started the day, up 0.40% at 80.043.</p>
<p>Among the major movers at around noon today are Jingwei International Ltd. (NASDAQ: JNGW), Advance America, Cash Advance Centers Inc. (NYSE: AEA), Itron Inc. (NASDAQ: ITRI), Cybex International Inc. (NASDAQ: CYBI), and HyperDynamics Corp. (NYSE: HDY).</p>
<p>Jingwei is up nearly 45% at $2.10. Volume is more than 30x the daily average of about 3,300 shares traded. The Chinese software company is being taken private.</p>
<p>Advance America is up nearly 32% at $10.43 after posting a new 52-week high of $10.55 early this morning. Volume is more than 60x the daily average of 495,000 shares traded. The cash advance provider is being acquired by Mexico’s Grupo Elektra for $10.50/share, for a total price of about $655 million.</p>
<p>Itron is up more than 24% at $49.84. Volume is nearly 6x the daily average of around 420,000 shares traded. The water and power meter maker is acquiring a smart-meter maker for about $100 million following a better-than-expected earnings report last night. We noted Itron as <a title="Top Five Early Winners &amp; Losers This Thursday (ITRI, NTAP, NILE, NVDA, PMFG)" href="http://247wallst.com/2012/02/16/top-five-early-winners-losers-this-thursday-itri-ntap-nile-nvda-pmfg/">one of our top five</a> winners/losers this morning.</p>
<p>Cybex is up nearly 23% at $2.29 after posting a new 52-week high of $2.80 earlier this morning. Volume is nearly 8x the daily average of around 50,000 shares traded. The sporting goods maker’s shares were halted briefly this morning on a single-stock circuit breaker. This is the second day in a row that the shares have posted a new high following yesterday’s stellar earnings report.</p>
<p>HyperDynamics is down nearly -31% at $1.40 after posting a new 52-week low of $1.01 earlier this morning. Volume is about 7x the daily average of 3.4 million shares traded. The independent oil &amp; gas exploration and production company reported only non-commercial quantities of hydrocarbons at its offshore West African field. Here’s the killer sentence from HyperDynamics’ announcement:</p>
<blockquote><p>The indicated oil saturation appears to be residual, suggesting that larger volumes of oil formerly were present in the reservoirs but subsequently leaked out or that these rocks lay on a hydrocarbon migration pathway.</p></blockquote>
<p>The company&#8217;s sole asset is 9,650 square miles of exploration area offshore of Guinea.</p>

Ratings reviews of several major banks had caused some concern in the futures market this morning, but a lower number of unemployment claims and another boost in housing starts have brought buyers back. In the first half hour of trading, the DJIA is up more than 51 points at around 12,832, the Nasdaq Composite is higher by about 6 points at around 2,922, and the S&amp;P 500 is up about 1 point at around 1,344.</p>
<p>There are several stocks trading more heavily than usual this morning, and also experiencing large gains or drops in share prices. These include the Jingwei International Ltd. (NASDAQ: JNGW), Advance America, Cash Advance Centers Inc. (NYSE: AEA), Itron Inc. (NASDAQ: ITRI), PMFG Inc. (NASDAQ: PMFG), and Avis Budget Group Inc. (NYSE: CAR).</p>
<p>Jingwei is up nearly 43% at $2.07. Volume is already more than 25x the daily average of about 3,300 shares traded. The Chinese software company is being taken private.</p>
<p>Advance America is up more than 33% at $10.54 after posting a new 52-week high of $10.55. Volume is already about 40x the daily average of 495,000 shares traded. The cash advance provider is being acquired by Mexico’s Grupo Elektra for $10.50/share.</p>
<p>Itron is up more than 20% at $48.40. Volume is already about 3x the daily average of around 420,000 shares traded. The water and power meter maker is acquiring a smart-meter maker for about $100 million following a better-than-expected earnings report last night.</p>
<p>PMFG is down nearly -18% at $17.25. Volume is already about 20x the daily average of around 63,000 shares traded. The machinery maker has announced a secondary offering of 2.6 million shares at $16/share.</p>
<p>Avis is down more than -14% at $12.44. Volume is already nearly double the daily average of about 1.9 million shares traded. The car rental company posted an unexpected loss in the fourth quarter.</p>

(NASDAQ: NTAP) are the two pre-market leaders on percentage gains this Thursday morning on NASDAQ; and the companies with the biggest losses and active volume are Blue Nile, Inc. (NASDAQ: NILE); NVIDIA Corporation (NASDAQ: NVDA); and PMFG, Inc. (NASDAQ: PMFG).  We have added color on each and shown the moves.</p>
<p>Itron, Inc. (NASDAQ: ITRI) managed to beat estimates on earnings and sales and it is buying a company called SmartSynch for $100 million.  Shares are up 12% at $45.02 on almost 20,000 shares in the pre-market.</p>
<p>NetApp, Inc. (NASDAQ: NTAP) was up almost 10% last night and up even higher in early Thursday pre-market trading after saying that it now expects earnings to come in at $0.60 to $0.65 EPS on $1.645 billion to $1.725 billion in sales.  The mid-point of each range is slightly above estimates and it comes after shares are still down by about one-third from the peak. Shares are up 8.1% at $43.12 on about 100,000 pre-market shares.</p>
<p>Blue Nile, Inc. (NASDAQ: NILE) has the dubious honor of being on the leaderboard of pre-market losers.  Guidance for the quarter ahead was of $0.04 to $0.07 EPS on sales of $81 million to $84 million, both were light.  Shares are down more than 23% at $31.99 in the pre-market. </p>
<p>NVIDIA Corporation (NASDAQ: NVDA) is down this morning after the graphics chip card maker sees revenue of $900 million to $930 million in the coming quarter against estimates of $944 to $945 million.  For the past quarter, the $0.26 per share and $953.2 million in sales did slightly beat expectations.  Shares are down about 7% at $15.07 on about 150,000 shares.</p>
<p>PMFG, Inc. (NASDAQ: PMFG) is lower after pricing a 2.6 million share secondary offering at $16.00 per share after closing at $21.01.  Boy, what a discount.  Shares are down almost 20% at $16.90 on 175,000 pre-market shares.</p>

<p>Among the picks, two stand-out names were Itron, Inc. (NASDAQ: ITRI) and Acuity Brands, Inc. (NYSE: AYI).  RuggedCom is another pick, although it is a Canadian company.</p>
<p>Itron, Inc. (NASDAQ: ITRI) was maintained as Buy: &#8220;&#8230;we remain decidedly contrarian as shares continue to trough, yet the multi-year Smart Grid product cycle continues to unfold through mid-decade. We favor the company’s strong market share and FCF generation capabilities (10%+ FCF yield), ongoing restructuring efforts, share buyback and active M&amp;A program against current investor concerns about ’12 &amp; ’13 EPS power and European exposure. We find recently reinstalled CEO LeRoy Nosbaum acting with an appropriate degree of urgency to catalyze value creation at the current share price.&#8221;</p>
<p>Acuity Brands, Inc. (NYSE: AYI) was maintained as Buy: &#8220;We believe that LEDs will help accelerate Acuity’s traditional sales over time while growing to become accretive to the business model. As such, we see the potential for $3.50 to $4.00 in earnings power per share in 2013/2014 as the secular trend starts to manifest. We remain aggressive buyers on pullbacks from the fits and starts in the non-residential construction markets, and we view 2012 as the right time to build a meaningful position in the shares.&#8221;</p>
<p>RuggedCom is a Canadian company which trades as &#8220;RCM&#8221; in Toronto and Canaccord Genuity noted, &#8220;We find management execution impressive, as RuggedCom continues to generate above-market growth with industry-leading profitability. The core industrial switch/router business continues on its growth trajectory, while the achievement of profitability within the wireless business is a notable milestone&#8230; we find risk/reward attractive here.&#8221;</p>

European Union leaders have agreed on a deal that would make up to $1.4 trillion as a bailout fund for troubled European banks, offer a 50% haircut to Greek debt holders, and recapitalize the continent’s banks. Apparent euphoria over the deal in Europe caused investors to miss the weak number on pending home sales. The euro rose to more than $1.42, its highest level in nearly two months, and oil prices were about $3/barrel higher this morning and had gained nearly another dollar by mid-afternoon. The day closed with a few uncertainties still remaining on the agreement announced earlier in Europe.</p>
<p>The unofficial closing bells put the DJIA up nearly more than 340 points to 12,209.23 (2.87%), the NASDAQ rose nearly 88 points (3.32%) to 2,738.63, and the S&amp;P 500 rose 3.43% or more than 42 points to 1,284.54.</p>
<p>There were several <a href="http://247wallst.com/2011/10/27/top-analyst-upgrades-downgrades-alxn-bac-f-hsp-itri-knd-nflx-px-rrc-thi-urbn-v/">analyst upgrades and downgrades today</a>, including Ford Motor Co. (NYSE: F) maintained at ‘neutral’ with price target cut from $16 to $14 at Credit Suisse; Netflix Inc. (NASDAQ: NFLX) cut to ‘neutral’ at Citigroup (ahem!); Itron Inc. (NASDAQ: ITRI) started at ‘outperform’ with a $60 price target at Credit Suisse and maintained at ‘buy’ with a $50 target at Canaccord Genuity; Visa Inc. (NYSE: V) cut to ‘market perform’ at FBR; and Range Resources Corp. (NYSE: RRC) reiterated at ‘sell’ by Canaccord Genuity.</p>
<p>Here are today’s big post-earnings news reactions with prices during the last half-hour of trading: Proctor &amp; Gamble Co. (NYSE: PG) up about 0.5%, at $65.25; Colgate Palmolive Co. (NYSE: CL) up about 1%, at $91.49; Exxon Mobil Corp. (NYSE: XOM) up 0.84%, at $81.75; Occidental Petroleum Corp. (NYSE: OXY) up nearly 11%, at $96.59; Barrick Gold Corp. (NYSE: ABX) up nearly 2.5%, at $48.98; Johnson Controls Inc. (NYSE: JCI) up 2.2%, at $33.32; Bristol Meyers Squibb Co. (NYSE: BMY) up 1.8%, at $33.10; and Altria Group Inc. (NYSE: MO) up 1.5%, at $27.69.</p>
<p><strong>Several other standouts from today are as follows…</strong></p>
<p>QuickLogic Corp. (NASDAQ: QUIK) is up nearly 25%, at $2.87. The company announced an agreement under which mobile phone maker Kyocera will use QuickLogic chips in new products for the Japanese market.</p>
<p>Kelly Services, Inc. (NASDAQ: KELYB) is up nearly 28%, at $16.75. The company is set to announce earnings on November 9th, and is glimmering in the glow of a solid earnings report today from Monster Worldwide, Inc. (NYSE: MWW).</p>
<p>LDK Solar Co. Inc. (NYSE: LDK) is up more than 21%, at $4.00. Germany has announced another cut to its solar power feed-in tariff at the first of the year, and that could unleash a horde of new projects to take advantage of the current higher tariff rate.</p>
<p>Century Aluminum Co. (NASDAQ: CENX) is up more than 19%, at $11.74. The company reported an EPS loss yesterday, even though sales were up 24%. Investors must like the revenue report more than they hate the EPS loss.</p>
<p>McDermott International Inc. (NYSE: MDR) is down nearly -26%, at $10.85. The engineering and construction company lowered its third-quarter profit and revenue guidance. Analysts were expecting EPS of $0.29 and McDermott is now saying EPS will be just $0.03-$0.05.</p>
<p>Avon Products, Inc. (NYSE: AVP) is down about -18%, at $18.87. The company missed its earnings expectations, but the worse news is that the SEC have begun a formal investigation into bribery charges against the company for actions it took in foreign markets.</p>
