There is a paradox when it comes to investing… All long-term portfolios need to have exposure to water investments, yet the reality is that investing in water is just not very simple when it comes to a wide range of diverse stock picks. NASDAQ OMX plans to list four more water indexes this week. There are already water-tracking ETF products and this launch may create even more avenues for investors who want to profit from the future trends of water (and its scarcity). 24/7 Wall St. has even gone as far as calling water investing a theme for futurists.

The new index barometers will join the NASDAQ Water Index and the NASDAQ Water Total Return Index. Whether this is green or sensible is up to you, but there is a fair question to ask here: How many water indexes are needed? The new indexes are as follows: OMX Global Water Index, NASDAQ OMX Global Water Total Return Index, NASDAQ OMX US Water Index, and the NASDAQ OMX US Water Total Return Index.

What is interesting about this and only highlights our key question even more is that NASDAQ is selecting the constituents from the same universe of stock picks as the first two water index readings. The difference is in the component weightings. The total return indexes reinvest dividend payments and the price returns effectively discount the dividends.

Potable water and its future availability remain the key topics of why your investment portfolio should chase this sector. Again, the trick is that it is not easy. It turns out that many “water companies” turned out to be dependent upon the creation of new housing subdivisions over the last fifteen years or that they are tied heavily to government contracts. General Electric Co. (NYSE: GE) and 3M Co. (NYSE: MMM) are two key holders of water investing, but these water operations are mixed with fluids in these conglomerates and investing in any conglomerate because of one aspect of their business just misses the point of investing.

Along with the theme of water investing for the long-term, we did create a list of Stocks to Own for the Next Decade and that included American Water Works Company, Inc. (NYSE: AWK).

What makes water difficult to invest in is that fluid and hydraulic outfits keep looking to consolidate via mergers and acquisitions. This fresh Nalco Holding Company (NYSE: NLC) merger with Ecolab Inc. (NYSE: ECL) has the goal of adding $5.4 billion in a combination of cleaning, sanitizing and water management.

We now have ITT Corporation (NYSE: ITT) breaking itself up and one of the 3 surviving companies, its water company, will be called Xylem under the “XYL” ticker on the New York Exchange.

We recently featured some of our top water investments out to 2012 and beyond, including American Water Works Company, Inc. (NYSE: AWK), Insituform Technologies Inc. (NASDAQ: INSU), Tetra Tech Inc. (NASDAQ: TTEK), and others. This was an expanded and updated module for our Top Water Pick for 2011.

What we do expect as one possible outcome from more index launches is the creation of more exchange-traded funds which track water investing. There are already ETF products around the Palisades Water Index and Standard & Poor’s indexes. ETFs do not currently track the NASDAQ indexes in water per our most recent screens.

PowerShares Water Resources Portfolio (NYSE: PHO) has more than five years of history and it has well almost $1.2 billion in assets inside the ETF. Its international equivalent that includes the U.S. but is more globally focused is the PowerShares Global Water Portfolio (NYSE: PIO) but that one is only about one-third of the size in assets and only about one-fourth as liquid when measuring shares per day.

And then come the less liquid water ETFs, no pun intended… There is also the Guggenheim S&P Global Water Index (NYSE: CGW) ETF, which carries about $250 million in assets and trades about 50,000 shares a day. The even smaller First Trust ISE Water Index Fund (NYSE: FIW) has about $69 million in assets but trades an average of under 20,000 shares per day.

There are many more ways to invest in water, but you have probably gathered that we maintain it is not an easy sector to invest in. Many pure-play water companies trade at significant premiums to the broader market. Even when you go through the individual stock holdings that these water ETFs hold, you will suddenly realize that the term “Water Investing” really translates to “companies which also have water operations.”

Water may be the source of life, but it is also perhaps one of the most misunderstood and most “under-invested” themes for those investors who want income and growth year after year throughout the various business and market cycles. Apple Fanboys might think that they’ll die if their iPad, iPhone, and iPod are all taken away, but watch what happens if you take away their water few days. It is also sad to report that investing in water is no simple task today. Either the water utilities are too narrowly focused, or there is too much dependence upon government contracts, or there is too much of a tie into broader segments like housing or construction for these to be pure “water” investments.

Water is a sector we consider as a “Must-Have” in most long-term investment portfolios. We have even gone as far as saying that H2O is one of the key and critical investment sectors for futurists, who often look out a decade or more when evaluating trends.

Investing in water used to be much easier, but now companies like General Electric Co. (NYSE: GE) and 3M Co. (NYSE: MMM) have helped to consolidate the filtration segment of the water-trade. Both of those are attractive investments from time to time, but both are far too broad to invest in just because they have water exposure that will drive growth in the future. The top water stock for 2011 from 24/7 Wall St. was American Water Works Company, Inc. (NYSE: AWK) and that remains a favorite today. Shares were trading around $25.30 when that award was issued versus about $29.00 now. We continue to love this company and we admire its recent dividend hike.

Our goal is not just to update our own price target in American Water Works Company, Inc. (NYSE: AWK). We believe that can continue on higher and we now think that $35.00 is feasible. It just raised its dividend and we expect another dividend hike in a year and then again after that. Still, the goal is to now identify those water investments which offer both growth and safety ahead as the stock market and economy are facing mixed outlooks.

Since we started covering the sector broadly, a lot has changed. Conversely, much remains the same as well and that is a good thing. The 2012 election cycle is not far away, the economy is in a soft-patch, Greece is a real threat that could to topple Europe, Japan is trying to get out of the red in its GDP again, and both China and India are trying to slow their economies to fight inflation. We want to review our “investable water universe” and single out some of our own single ‘best idea’ water investing strategies based on today’s valuations and trends of today that can have a significant upside ahead.

Some reports have been out about actual water scarcity here in America. Securing potable water reserves in the future will be a challenge for many nations and this is where the term “The International Water Wars” comes from. The water sector has given large rewards in some cases, and been very painful in other cases.

We are reviewing the following today: American Water Works Company, Inc. (NYSE: AWK); Watts Water Technologies, Inc. (NYSE: WTS); Instituform Technologies Inc. (NYSE: INSU); Tetra Tech Inc. (NASDAQ: TTEK); and Calgon Carbon Corporation (NYSE: CCC). On the international scene, there is Veolia Environmental S. A. (NYSE: VE) as well as Companhia de Saneamento Basico do Estado de Sao Paulo (NYSE: SBS) as the international emerging wild cards. To show just how risky this can be in foreign lands, there is Duoyuan Global Water Inc. (NYSE: DGW) that has been crushed with the batch of reverse-merger companies out of China and which has been halted for some time. For more diversified picks via ETFs, there are also the PowerShares Water Resources (NYSE: PHO) and the PowerShares Global Water (NYSE: PIO) to consider.

America’s core infrastructure is falling apart. Roads are sinking, bridges have collapsed, dams are old, power plants and the power grid are substandard, rail systems are ancient, the levees are ancient as are sewerage systems. The ‘Rebuild America’ bond program has so far done nothing more than contribute a down payment on a decade-long process that could reach well above the “billions” in total funding.

24/7 Wall Street has decided to take a look at the biggest companies which will lead in the rebuilding of America’s ailing infrastructure. A recent report from Infrastructurereportcard.org gave the United States a grade of a “D” and said that the 5-year investment need was $2.2 trillion. What the real tally is may not matter, but America has to rebuild.

In October, Amtrak rolled out a $100+ billion plan to rebuild its network. President Obama is expected to call for a transportation infrastructure plan in the coming weeks. Finding all of the nation’s infrastructure winners is too long and too daunting of a task. General Electric and many of the nation’s largest diversified companies are all beneficiaries, and some of the key winners are likely to be foreign entities which employ thousands of workers in America.

The companies featured are the ones behind the design, testing, manufacturing, consulting, engineering, and construction of major projects. We wanted players that will rebuild the water systems, roads, highways, bridges, airports, rail, levees, waterways, utilities, and buildings around the major infrastructure projects ahead.

These are the companies that 24/7 all Street is most focused on for the American infrastructure revival.

1. AECOM Technology Corporation (NYSE: ACM) offers architecture and engineering design services. Target markets are transportation, environmental, energy, and it serves projects in key infrastructure areas like highways, airports, bridges, wastewater facilities and power transmission and distribution. AECOM has a market value of about $3.5 billion and it is expected to have 2011 revenues of close to $8.4 billion. It as 50,000 employees.

2. Chicago Bridge & Iron (NYSE: CBI) is technically Dutch now but is a key infrastructure player with 16,000 employees worldwide that executes more than 600 projects a year with a focus in oil & gas infrastructure, steel plate structures in storage and containment and plant manufacturing. The company has a market value of more than $3.3 billion and it recently forecast that 2011 revenues are expected to reach $4.3 billion to $4.7 billion. If America is going to get serious on its energy infrastructure ahead, CB&I stands to greatly win.

3. Emerson Electric Co. (NYSE: EMR) might sound like an electric utility but it is in engineering and project management services for many industries and many government agencies. It manufactures major equipment for utilities and industry, power and telecom, heating and air-conditioning, network power, climate technologies, and more. It also has well over 100,000 employees. The company has a market value of roughly $44 billion and it just recently gave a forecast of 14% to 17% growth to $24 to $24.5 billion in 2011 revenues.

Water is perhaps one of the most misunderstood and most under-invested themes for most investors looking for income and stability year after year. It is also exceedingly harder and harder to invest in due to consolidation and due to unforeseen risks that are present in the economy. Throughout the year we evaluate sectors and make our outlook picks. Water is one of those sectors and it should be a part of most long-term investment portfolios. Today marks the goal of picking the top water stock investment pick for 2011.

Looking through water investments is often a price-sensitive effort and investors rarely get to buy their favorite water stocks at big discounts. In utilities, our review for the top pick in 2011 focused on Aqua America Inc. (NYSE: WTR), American Water Works Company, Inc. (NYSE: AWK), American States Water Company (NYSE: AWR) and California Water Service Group (NYSE: CWT). We also went through the valuations and the outlook for Layne Christensen Company (NASDAQ: LAYN), Tetra Tech Inc. (NASDAQ: TTEK), and Watts Water Technologies, Inc. (NYSE: WTS). In the land of ETFs, there are the PowerShares Water Resources (NYSE: PHO) and the PowerShares Global Water (NYSE: PIO) depending upon your geographic focus.

There is a clear winner for 2011 and we followed it up with a “runner-up selection” as to which water stock is the best pick for investors in 2011. We have a basic table below for performance metrics and have added color with support for our top water pick for 2011.

Water is the source of life. Many futurists believe it is the largest concern of the world in the years ahead. The water sector is also not the easiest to invest in. Many of the pure-play companies have been acquired and many of the key aspects of water are dominated by subsidiaries of global conglomerates. General Electric Co. (NYSE: GE) and 3M Co. (NYSE: MMM) are key examples of acquiring companies which have a bright future in various aspects water desalination and filtration, but these companies are fat too diversified to be true water investments. We wanted to pursue several of our own single ‘best idea’ strategies with snapshots based on today’s valuations and trends for investing in water companies that derive a substantial part of their revenues from water and give actual stock picks in water that have real upside.

For starters, many reports have been out about water’s scarcity and that securing potable water reserves in the future will be a challenge for many nations for the decades ahead. This is where the term “The International Water Wars” comes from. Making a blanket investment in water has so far been a difficult trend. The sector has given large rewards in some cases, and been very painful in other cases.

We are reviewing American Water Works Company, Inc. (NYSE: AWK), Badger Meter, Inc. (NYSE: BMI), Tetra Tech Inc. (NASDAQ: TTEK), Watts Water Technologies, Inc. (NYSE: WTS) and Veolia Environnement S.A. (NYSE: VE). For more diversified picks via ETFs, there are also the PowerShares Water Resources (NYSE: PHO) and the PowerShares Global Water (NYSE: PIO) to consider. Lastly there are two BRIC stocks that will require a judgment of your own, but those are Duoyuan Global Water Inc. (NYSE: DGW) and Companhia de Saneamento Basico do Estado de Sao Paulo (NYSE: SBS) as the international emerging wild cards.

There are some key risks ahead in water that make investing in water not as sound as investing in other futurist asset classes. For starters, many ‘water companies’ grew because they were building new large infrastructure projects for all of those new housing communities that were built from the 1990′s to 2007. That business is gone for now, and many feel that it may be years before that business comes back in any meaningful way. Another huge risk is that water is unfortunately not immune to the economy, even if you die after a few days without water. Local, state, and even national governments around the world have to be able to pay for water investments via taxes, and we know how budgets are under pressure on all angles top to bottom. Another risk is protection and seizure, where local government may declare that water is a public asset and we have already seen many local and regional instances where the exporting or transporting of water away has been blocked. You have also likely heard where local communities are trying to prevent water companies from taking the local water and selling it elsewhere. Another consideration is that there is a movement against bottled water today despite the notion that local tap water is often contaminated, tastes bad, and is believed to contain trace elements of pharmaceutical products.

CURRENT DOMESTIC STOCK PICKS IN WATER

American Water Works Company, Inc. (NYSE: AWK) is our single best pure-play in water for the U.S. investor of our investing universe. This was one of our top defensive stock picks and it recently bumped up its dividend. American Water is the largest public water and waste water utility in the U.S. and it serves about 16 million people spread across 35 states and two Canadian provinces. This is not what investors would consider a home run stock, but it is also one that doesn’t strike investors out.

An implied dividend yield now of 3.8% is also a solid reward considering the investment climate for bonds and that many utility investments have mixed histories. This one offers water investors, defensive investors, and income investors the same outcome. At $23.15, its 52-week range is $18.91 to $23.77. No bottled water here; think tap water, showers, sprinkler water, toilet water, and water for industries. Investors hate paying at the 52-week highs, so any sizable pullback here should be used as a buying opportunity.

Because of Earth Day and because of a strong performance, Jim Cramer came on CNBC’s MAD MONEY tonight after a week off and said he wanted to revisit which ones to buy and hold now that the entire portfolio he gave is up some 76.8% (or up about 35% on an ex-First Solar basis). Down below you can see the updates from the past to see what he said, but first are the ones he reviewed:

First Solar (NASDAQ: FSLR) up over 300%, but it doesn’t need subsidies. He thinks the new administration will bring it in. The payback is cheaper and faster because it doesn’t need silicon. Cramer noted that this was to solar what Intel was to chips. He wants to stick with it.

Foster Wheeler (NASDAQ: FWLT) has risen 97% and is his favorite infrastructure play, which should work even higher. Cramer thinks this one can be bought now without a pullback.

Shaw Group Inc. (NYSE: SGR) is the play on nuclear energy and he would stick with this one.

BorgWarner Inc. (NYSE: BWA) was play for clean emissions, but he thinks this one should be dumped.

MEMC Electronic Materials Inc. (NYSE: WFR) is also up big but Cramer thinks this should be dumped because of recent execution problems.

Tetra Tech (NASDAQ: TTEK) was a water play that rose only about 1.6%, but it is becoming the right place because of rapidly deteriorating domestic infrastructure. It now has a wind energy company. He thinks you can buy it now.

FuelTech (NASDAQ: FTEK) has come back off since he said SELL, but now you can reload on it. He said sell it once, and he thinks it is going up on increasing efficiency of coal plants. He also likes that insiders have been buying stock recently.

OM Group (NYSE: OMG) is an emissions play, but now that it has recovered you can take profits in OM Group or just sell it.

Here was the summary for Cramer’s "original" Alternative Energy & Green Stocks if you want to compare then to now.

We have been highlighting some of the smaller green tech and alternative or renewable energy picks in our own weekly "10 Stocks Under $10" newsletter. Of those picks, our Capstone Turbine Corp. (NASDAQ: CPST) is up roughly 150% and the only "selling" we have yet to note is perhaps some profit taking to lock in a portion of your gains, but we think this one is heading higher. Our other pick has only been on the list in the under $10.00 newsletter for a few weeks, and it is already up about 30% since. We actually just raised our expectations on this one.

BP plc (NYSE: BP) announced that it has moved into full construction of Phase One of the Sherbino Wind Farm, a 150 megawatt renewable wind energy project that is roughly 30 miles east of Ft. Stockton, Texas. BP also valued its green businesses in wind, hydrogen, bio-mass, and solar as being worth $5 to $7 Billion, and said it will look at how best to realize that growing value for shareholders. This may be a sale or spin-off, if not look for joint-ventures or partnerships.

General Electric (NYSE: GE) disclosed that it entered into a more than $700 million supply pact for more than 500 megawatts of renewable wind energy with Renewable Energy Systems Americas Inc., an Austin, Texas, wind developer, with wind turbines for projects in 2009 and 2010.

We’d also note that last night Jim Cramer interviewed presidential candidate Hillary Clinton, and they briefly discussed "all renewables" as a solution to dependence upon foreign oil. No mention was made of nuclear though.

We saw some key downgrades in the solar sector yesterday out of Banc of America.

Raser Technologies, Inc. (NYSE Arca: RZ) signed a memorandum of understanding with Tecstar, LP and Wheel to Wheel, LLC, outlining their intent to work together with Raser to manufacture plug-in hybrid electric vehicles (PHEV) for utility, government, and other fleets.

Clean Coal Technologies, Inc. (Pink Sheets:CCTC) signed an agreement with The Benham Companies, LLC, a subsidiary of Science Applications International Corporation or SAIC, inc. (NYSE: SAI) to support commercialization of CCTI’s coal cleaning plants in China.

Ascent Solar Technologies Inc. (NASDAQ: ASTI) and ITOCHU Corporation of Japan announced that the companies will begin work toward the development of one or more strategic cooperation relationship in machinery for Ascent Solar’s planned 100 MW manufacturing facility, raw materials for solar modules, future distribution of Ascent Solar products in Japan, and more.

Tetra Tech, Inc. (NASDAQ:TTEK) was awarded three wind energy projects for engineering, procurement, and construction services totaling about $150 million by western utility PacifiCorp. Work on the three projects will begin immediately and is expected to end in December 2008.

As a reminder, whether you prefer the term "Global Warming" or "Climate Change" is not the issue as far as 247WallSt.com covers it. Green business has become big business, and this affects many public companies today.

2007 was one volatile year and for now it appears that will be the norm for at least the start of 2008. Everyone’s favorite market pundit or least liked pundit is obviously Jim Cramer. If you love Cramer or can’t stand him it really doesn’t matter. He signed a new multi-year deal with CNBC recently. Here are some of his major calls this year that will still be referred to in 2008:

Here were Cramer’s TOP 9 STOCKS FOR 2007, with a call broken down for each one. Borat would say HI FIVE on some and NOT SO NICE on others, as would be expected. Cramer’s 14,582 year-end DJIA target…..Friday’s close was 13,365.87……although we did hit 14,279.96 on OCT11, 2007. Cramer also gave a batch of price targets on most of theDJIA components:
