Kansas

A gallon of gas in Kansas currently costs 16 cents less than the national average, roughly the same price difference as a year ago. The highest recorded average gas price in Kansas was $4.02 per gallon in July 2008.
Missouri
> Regular gas price per gallon: $2.92
> Gas taxes per gallon: 35.7 cents (6th lowest)
> Operating refineries: 0
The state has no operating refineries of its own, but it is adjacent to several large refining states, notably Oklahoma and Illinois. Taxes on gas in the state are the sixth lowest in the country, with drivers paying just 35.7 cents per gallon at the pump.
Oklahoma

Oklahoma is one of the nation’s largest oil producers. The state has five operating oil refineries and can produce nearly 509,000 barrels of oil a day — both among the highest figures for any state. Nationwide, Americans spend an average of 48.8 cents a gallon in taxes. In addition to being a key oil producer, Oklahoma is also one of the largest natural gas producers in the United States.
Texas

> Gas taxes per gallon: 20 cents (tied for 12th lowest)
> Number of operating oil refineries: 26
According to the Energy Information Administration, Texas has the most oil refineries of any U.S. state. Paired with a state tax rate of 20 cents per gallon, state gas prices have been typically below the national average. The relative cost of transportation in the state is among the lowest in the country.
Arkansas
> Regular gas price per gallon: $3.01
> Gas taxes per gallon: 21.8 cents (16th lowest)
> Number of operating oil refineries: 2
The two refineries in Arkansas process about 90,500 barrels of gulf coast West Texas Intermediate crude oil per day, likely contributing to the low gas prices in the state. Another reason for the state’s low gas prices can also be its relatively low taxes on gasoline.
