State and Local Taxes Americans Pay in All 50 States

No matter which state you live in, it may always seem like you are paying the most in taxes. Between sales, property, capital gains, income, and other taxes, the federal government collected $4.9 trillion in revenue in fiscal 2022. At an individual level, Americans pay over $10,000 in federal taxes each year on average – not a trivial amount for the typical household. But how much in state and local taxes do Americans pay in all 50 states?

In addition to federal taxes, state and local governments levy their own taxes to raise revenue and fund public works and services. However, exactly what they choose to tax, and by how much, varies considerably, and in some parts of the country, Americans pay far more than others. 

24/7 Wall St. identified the states where people pay the most state and local taxes using data from the Tax Foundation, an independent non-profit tax policy research organization. Figures in this story do not include federal taxes. It is important to note that local tax rates – particularly property and sales taxes – can vary within a state. Based on local averages, combined with taxes levied at the state level, the amount Americans pay in non-federal taxes ranges from about $2,900 to over $12,000 across the 50 states. 

In 24 out of 50 states, the largest share of state and local tax revenue comes from property taxes. Property taxes are typically paid as a percentage of the value of assets like land, houses, and even cars or boats in some circumstances. Many of the states where property taxes tend to be higher are some of the same states with the highest overall tax burden. (These are the states with the highest property taxes.)

Although most states levy a personal income tax, some do not, and in those places, the overall tax burdens tend to be lower than average. The states with no individual income tax make up for lost potential revenue in other areas. Florida, for instance, benefits from sales tax revenue through its tourism industry. Alaska levies taxes on resource extraction, specifically oil and gas. Of the seven states with no income tax, six rank in the bottom half of the 50 states by per capita tax burden.

As taxes are levied as a percentage of income, spending, or asset value, the states where people pay the most taxes tend to have higher-earning populations. Notably, each of the five states with the highest average state and local tax bill is also the five wealthiest states, based on per capita income. (This is how much you need to earn to be middle class in your state.)

  • Est. annual individual income: $76,614 per capita (5th highest)
  • Est. state and local effective property tax rate and revenue: 0.7% – 18th lowest ($1,955 per capita – 15th highest)
  • Approx. state and local sales tax rate and revenue: 8.8% – 7th highest ($1,498 per capita – 15th highest)
  • State income tax collections: $3,729 per capita (the highest)

Methodology

To identify the states where Americans are paying the most taxes, 24/7 Wall St. reviewed data from the report Facts & Figures 2023: How Does Your State Compare from the Tax Foundation, an independent, non-profit, tax policy research organization. States are ranked by state and local tax collections per capita in the 2022 calendar year. 

We also considered several supplementary measures. Income per capita is for the 2021 calendar year. Individual income tax collections per capita by state are for fiscal 2021. State sales tax rates, combined with the average local sales tax rate, is current as of Jan. 1, 2023 while state and local general sales tax collections are for fiscal 2020. Average property taxes paid as a share of home value, or the effective property tax rate, is for the 2021 calendar year, while state and local property tax collections per capita are for the fiscal 2020. Each of these measures is from the Tax Foundation. 

The largest share of state and local tax revenue is for the 2020 fiscal year and is from the Tax Foundation’s report Unpacking the State and Local Tax Toolkit: Sources of State and Local Tax Collections.
