There is a settlement between banks and a number of states over improper home mortgage services. The deal is also meant to cover federal charges.
It is not much of a deal, because it does not cover most of the large states in which mortgage problems were most acute.
But several key states — including California, New York, Nevada, Florida and Delaware — remain undecided, sources familiar with the negotiations tell CNN.
