Cerner Corp. (NASDAQ: CERN) was started as Buy at KeyBanc Capital Markets.

Cincinnati Bell Inc. (NYSE: CBB) was raised to Neutral from Underperform at BofA/Merrill Lynch.

Cullen/Frost Bankers Inc. (NYSE: CFR) was raised to Market Perform from Underperform at Raymond James.

GlaxoSmithKline PLC (NYSE: GSK) was raised to Neutral from Underweight at J.P. Morgan.

Hovnanian Enterprises Inc. (NYSE: HOV) was raised to Buy from Neutral at UBS.

MarkWest Energy Partners L.P. (NYSE: MWE) was raised to Buy from Neutral with a $81 price target at Goldman Sachs.

SINA Corp. (NASDAQ: SINA) was raised to Buy from Sell at Citigroup. It was also reiterated as Buy but the price target was raised to $100 from $80 at Stifel Nicolaus.

Deutsche Bank also has identified six technology stocks to buy.
