Morgan Stanley has filed to convert a suite of Eaton Vance state-specific municipal bond strategies, available today only as closed-end funds or mutual funds, into ETFs that would be cheaper to own and tradable on an exchange all day.
State muni funds shield income from both federal and in-state taxes, and an ETF version removes the premium or discount dynamics of a closed-end fund and the end-of-day pricing of a mutual fund.

ETF analyst Eric Balchunas flagged the filing and said the new funds should perform well, with one critical condition: the fee needs to land at the institutional share class level or lower. That threshold matters because institutional class fees are already among the lowest available on comparable mutual fund strategies, and matching or beating them would give the ETF a clear cost advantage over the existing products.
If Morgan Stanley prices the fee aggressively, these funds will draw assets from new investors and from existing holders of the Eaton Vance closed-end and mutual fund versions seeking the same strategy at lower cost.
