Markets in Asia and Europe rose as much as 3% on news that a bailout of Greece had been completed. The European Financial Stability Facility will be increased to 1 trillion euro. In exchange for aid, Greece will reduce its debt to 120% of GDP by 2020.

European Council President Herman Van Rompuy made a statement about the new plans in which he concluded “We do not want to repeat some of the errors from the recent past. In taking today’s decisions, we lay the foundations for our future. All Members of the Euro Summit are determined to follow this path.”

Private holders of Greek sovereign paper will take write downs of 50%. Societe Generale and BNP Paribas, each of which holds bonds of the southern European nation, rose well over 10%.
