Robinhood and Webull Fall 4% as Imminent Clarity Act Decision Stokes Crypto Uncertainty

Robinhood Markets (NASDAQ:HOOD | HOOD Price Prediction) stock is falling 4% to $110.30 in Tuesday morning trading as investors weigh crypto-market uncertainty surrounding an imminent Senate vote on the CLARITY Act. Webull Corporation (NASDAQ:BULL) stock is also falling 4% to $8.69, while Interactive Brokers (NASDAQ:IBKR) stock is down 3% to $88.29 as weakness spreads across several online trading platforms.
Crypto assets are under pressure alongside the brokerage stocks, with Bitcoin (CRYPTO:BTC) down 3% to $76,372.44 and the iShares Bitcoin Trust ETF (NASDAQ:IBIT) down 3% to $43.22. The SPDR S&P 500 ETF Trust (NYSE ARCA:SPY) is down 0.37% to $758.07, indicating that Robinhood stock and Webull stock are facing a sharper decline than the broader market.
The CLARITY Act Faces A Key Senate Vote
The U.S. Senate is scheduled to vote Tuesday on whether to advance the CLARITY Act, a major cryptocurrency market-structure bill that would establish a clearer regulatory framework for digital assets. The procedural vote requires 60 votes, and the legislation’s prospects remain uncertain as lawmakers continue negotiating provisions involving cryptocurrency regulation and ethics.
The uncertainty matters for Robinhood because Robinhood has expanded its cryptocurrency trading and related financial products as part of a broader push beyond traditional stock trading. Webull has also offered cryptocurrency trading alongside stocks, ETFs and other financial products, leaving both platforms exposed to changes in the regulatory environment.
Robinhood Has More Crypto Exposure
Robinhood’s bullish case extends beyond the CLARITY Act because Robinhood has been building a broader financial-services platform that includes cryptocurrency, prediction markets and other products. Clearer rules for digital assets could potentially reduce compliance uncertainty and create additional opportunities for Robinhood to expand its crypto business.
However, Robinhood stock remains exposed to cryptocurrency prices and trading activity even if lawmakers advance the legislation. Robinhood stock is falling 4% as Bitcoin declines 3%, showing how quickly sentiment toward crypto-related businesses can weaken when the underlying asset comes under pressure.
Webull And Interactive Brokers Face Different Risks
Webull stock is falling 4%, matching Robinhood stock’s decline, although Webull has a smaller operating footprint and a different revenue mix. Webull could benefit from greater regulatory clarity if cryptocurrency activity expands, but Webull stock may remain sensitive to investor sentiment and the company’s ability to grow its customer base and trading activity.
Interactive Brokers stock is down 3% to $88.29, adding another brokerage name to the day’s declines. Interactive Brokers has substantial exposure to active traders and a broad range of financial products, although Interactive Brokers’ business is less dependent on cryptocurrency than Robinhood’s or Webull’s.
Investors May Want To Keep Positions Moderate
The bullish case is that a successful CLARITY Act vote could move the U.S. closer to a defined regulatory framework for digital assets, potentially supporting cryptocurrency adoption and creating a more predictable environment for platforms such as Robinhood and Webull. Robinhood could have particular upside if crypto trading becomes a larger part of its overall financial ecosystem.
Yet, Tuesday’s declines show that investors are already pricing substantial uncertainty into crypto-related stocks and assets. Investors who choose to own Robinhood stock or Webull stock should consider keeping their share-position sizes moderate, while investors may want to watch for whether the Senate vote advances the CLARITY Act and whether Bitcoin can stabilize around current levels.
