Congress moved closer to legislation that would prevent federal officials, particularly members of Congress, from trading on insider information. A bill has passed the House and will go to the Senate. The Senate may insist on provisions that people with access to the information–who are not government officials–will need to register as lobbyists.
The wonder of it all is that insider trading is already illegal, so the new bill is redundant, so the issue is as much one of Congressionaly ethics as anything else
