It is still a mystery as to why Congress needs a special insider trading rule. The act is already illegal. Congressmen should want to be more careful the most people so that their sterling reputations for ethics are not damaged.
But, Congress wants its own special insider trading rule so that members and staff will not use secrets they receive in the course of their duties be secrets on which they can make profits
The House of Representatives approved a bill to limit the ability of members of Congress to gain financially from information they acquire because of their positions. The Senate passed its version last week, and most members agree the bill is necessary this election year.
