MFB Bancorp, Inc. has registered an S-1 with the SEC for a community bank conversion offering targeting $9 million, headed to the OTCQX market rather than a major national exchange.

A fixed offering price with no range signals a mutual-to-stock conversion, priced ahead of time to raise a set amount of capital.
