The U.S. Census Bureau released its 2023 report in January 2024, revealing that 36.8 million people live in poverty. The Census Bureau uses a set of money income thresholds (which vary by family size) to calculate who is in poverty. For an individual, the poverty threshold is $14,891. For a family of four, the amount is $29,960. For 2023, the percentage of people in poverty was at 11.1%. This has lowered since the 1950s, when 22% of people were in poverty. It was down to 11.1% in 1973. Since then, the highest rates have been in 1983, 1993, and 2011, when it reached 15%.
Today, the overall outlook on the economy is turning pessimistic, with a CBS News poll finding that 60% of Americans think the economy is in bad shape. Another 76% reported that their income is not keeping up with inflation. (On the other hand, see the city in each state with the lowest poverty rate.)
24/7 Wall St. identified the poorest county, or county equivalent, in every state using five-year data from the 2022 ACS. We determined the poorest counties by median household income, and included data on poverty, home values, and educational attainment (also from the ACS). Unemployment rates came from the Bureau of Labor Statistics. Additional data on the cost of living is from the Bureau of Economic Analysis and the U.S. Department of Commerce. Only counties with populations of at least 1,000 were considered. Due to recent changes in county distinctions, ACS data for Connecticut is current as of 2021. Among the counties on this list, median household incomes range from about $74,200 to just $17,900 — and are anywhere from about $8,800 to $53,500 lower than the comparable statewide median.
(This article was updated on March 28, 2025, to reflect the latest poverty data from the U.S. Census Bureau.)
Why It Matters Now

The United States has long been the wealthiest country in the world. However, more than 11% of residents are currently living below the poverty level. This discrepancy in income means that quality of life can vary considerably between communities across the U.S., and every state in the country is home to at least one county or county equivalent where the typical household earns less than the typical American household, often by tens of thousands of dollars. These places are often characterized by widespread unemployment and relatively high poverty rates.
